The current M23 resurgence (2021–2026) exposes the real déjà vu failure: Kinshasa’s refusal to honor peace deals, FDLR terrorism, and the scramble for Congo’s minerals, carved up like a buffet by the US, China, EU & UAE interests while thousands of Congolese Tutsi remain persecuted, killed, and forgotten. The real problem was never sanctions, which history shows are useless without DRC accountability.
