What is #tripletest❓The term that has been frequently used in the #highcourtoftelangana ⚖️ today while hearing the writ petitions challenging the 42 % reservations to OBCs. Below are the details •A dedicated commission: States must set up a specialized, independent commission to conduct a rigorous, empirical inquiry into the nature and implications of backwardness for OBCs in local bodies. •Proportionate reservation: The commission must produce recommendations specifying the proportion of reservation required for each local body, based on its findings. This is meant to ensure that the quota is not excessive or arbitrarily fixed. •50% reservation cap: The total number of seats reserved for Scheduled Castes (SCs), Scheduled Tribes (STs), and OBCs together must not exceed 50% of the total seats.  This test was created to prevent states from making arbitrary decisions about OBC quotas in local elections without sufficient empirical data. The Allahabad High Court, for example, has struck down OBC reservations in local body polls in Uttar Pradesh for failure to meet this triple test.
