PACOM has more revetments (and hardened aircraft shelters) than CENTCOM.
However at some point it’s a numbers game.
During the 1920s, Japan exchanged fleet size for regional parity and building up island fortresses over two decades. It also strategically didn’t work (for many reasons).
MILCON (an entirely separate budget) should have increased over a decade ago. One example of “progress” are sunshades to obstruct satellites. But it’s impossible to build enough shelters.
So a combination of cover, concealment, shuffling, and bombing faster.
Functionally, moving aircraft within X days (the enemy’s targeting cycle) mitigates most of the risk, by trippling weapon expenditures.
