@R codes are just an encoding format that's easily readable by devices. They're a similar concept to the old Magnetic Ink Character Recognition (MICR) used on bank checks to make them machine readable by 1970s technology. They're readable locally, no cloud or server resource is neceWhen QR codes arrived, Microsoft introduced a rival technology called Microsoft Tag. MS Tags looked a bit like QR codes but they weren't an encapsulation of a string, they were a link to a cloud resource. You had to pay for them, and they only worked with a network connection to a remote resource.
So, the QR code on the image is just a URL to a Facebook group. Obviously you need a network connection to visit the Facebook group, but you don't need a network connection to read the QR code.
