MORE PATRIOT INTERCEPTORS FOR EVERYONE
@SecWar Please consider temporarily licensing Ukraine and possibly Israel to manufacture the non-ITAR portions of the PAC-2 (blast-frag) and PAC-3 (hit-to-kill) interceptors until the U.S. can ramp up manufacturing. This is based on incentives to provide a nearly immediate ramp up to high rate manufacturing.
As an example, the machining and major assembly are major bottlenecks to ramping up production and are not part of what needs to be restricted.
Ukrainians are proven Master Machinists, CNC Operators, Tool and Die Makers, Skilled Technicians, Artisans and Craftsman.
Limiting the U.S. manufacturing to only what is required to be manufactured in the U.S. (i.e. guidance, communications and warhead), will result in many more interceptors for Ukraine and others while maintaining a non-interference strategy with respect to Epic Fury.
Any future need to pull back the licensing after the U.S ramps up manufacturing can easily be accomplished by limiting shipment of the ITAR related portions of the interceptors.
As a minimum, having this option for negations with Lockheed Martin may help with finding a way to ramp up manufacturing faster by encouraging Lockheed Martin to outsource where it makes sense.
