The BBB gave ICE ~$75 billion in supplemental funding (on top of its base budget which would come through DHS), including tens of billions specifically for Enforcement and Removal Operations (ERO), detention expansion, personnel hiring, and deportation transportation.
That's why ICE/ERO can keep operating (and has been this ENTIRE TIME) while TSA, Coast Guard, and FEMA are hurting in this partial shutdown.
Border wall, CBP, and the full immigration enforcement apparatus also pulled from the overall ~$170-191 billion in DHS immigration funding.

Yes, ERO (Enforcement and Removal Operations under ICE) is funded through the One Big Beautiful Bill Act (passed July 2025). It allocated ~$75B to ICE overall, including ~$30B specifically for enforcement/removal ops like deportations, hiring agents, detention, and transport—making ICE shutdown-proof during the current DHS lapse.
Recent DHS funding bills exclude new ICE appropriations, but OBBBA funds cover ongoing ERO ops.
