By claiming the pact is a problem, Islamabad is likely trying to negotiate better terms essentially saying, If you want us to stay in this fight, the cash needs to start flowing now. However, the risk is that by admitting deterrence failed,they may permanently damage their standing as a regional security provider, leaving them isolated if the war spreads to their own 900km border with Iran
