NT anime not happening for years was likely due to how costly anime production generally is as Index III BDs sold well and LN titles tend to rarely get sequels unlike shounen manga.
The only legit Kamachi flop was Heavy Object and it flopped in Japan where it mattered.

Anime is generally aimed at the main market of Japan itself. If it doesn't flop in Japan then NT anime happening is still possible.
Western impact is always secondary and China is more important to Toaru market than us.
